Where things stand: The House passed H.R. 8800 with Section 219 intact on a party-line 213–207 vote. An amendment from Reps. Thomas Massie (R-KY) and Ro Khanna (D-CA) to strip Section 219 was blocked from a vote by the Rules Committee. The Senate's version (S.4784) contains a similar provision as Section 1217; a procedural motion to proceed failed 50–46 on July 14 (60 votes needed). If the Senate eventually passes its bill, a conference committee will reconcile the two versions before a final vote. The Senate is the highest-leverage target right now.

Two names worth knowing regardless of district: Rep. Thomas Massie (R-KY) and Rep. Ro Khanna (D-CA) co-sponsored the bipartisan amendment to strip Section 219 and opposed final passage over it.
